Extrajudicial execution of Yandi-Kotar's resident

On the night of September 2, 2003 Russian servicemen killed local resident Mukhtarov Umar, 30-35-year old, in the village of Yandi-Kotar of the Achkhoy-Martan region. According to information available, a group of the military rushed in the yard of one of the local residents at about midnight. One of the attackers insisted that the master of the house gone out of doors and shown his passport. Having looked through the documents, the servicemen take the man with them.

Several minutes after the servicemen had gone with the innocent man, people heard a sound of the burst of sub-machine gun fire. Some local residents went in the direction of the sound and found out the man who had been taken away from his house some time before. The man was killed.

The cause of this extrajudicial punishment of Yandi-Kotar's resident is unknown. Umar Mukhtarov was a near relative of the witness of this crime Vagap Tutakov. Tutakov is a special representative of the Parliament of the Chechen Republic of Ichkeria, who was in the Chechen Republic as he had an inspection trip with his personal security guaranteed by the High Commissioner of the Council of Europe and his visit approved by the Russian President's Administration.
