The Commissioner for Human Rights in Chechnya, Mansur Soltaev, reminded about administrative and criminal liability for comments that provoke hatred and promote terrorism, contain slander. Social media users pointed out that freedom of speech is still an inalienable right.

Soltaev warned about the consequences for comments on social media

The Commissioner for Human Rights in Chechnya, Mansur Soltaev, published a post on his Telegram channel calling on "those who love to write comments" not to make "thoughtless statements on social media." He provided a list of articles under which authors of comments on social media could be prosecuted if the text falls under articles on slander, public calls for terrorist activities, extremist activities, public justification of terrorism or propaganda of terrorism; incitement of hatred or enmity and humiliation of human dignity based on gender, race, nationality, language, origin, attitude to religion, etc.; insulting the religious feelings of believers, insulting a representative of authority while performing his official duties.

"Do not use insults, threats, derogatory expressions towards people or groups based on national, religious, or other grounds. Do not spread materials containing calls for violence, terrorist or extremist actions, as well as materials justifying or glorifying terrorism.
