A resident of the Parksheyev village, who was unable to obtain gas service for his home through the courts because it is located at the junction of three districts in the Rostov Region, has filed a complaint with Alexander Bastrykin against the inaction of officials and the Neklinovsky District Prosecutor.

As reported by "Kavkazsky Uzel," the sole resident of the Parksheyev village, Viktor Tkachenko is attempting to register ownership of his home, which is located at the junction of three districts, in order to have gas serviced. In March, he filed a cassation appeal against the Rostov Regional Court's appellate ruling, which overturned a lower court's decision upholding Tkachenko's right to register ownership of the house. On May 31, the cassation court rejected his appeal.

Viktor Tkachenko, a resident of the Parksheyev village, has again appealed to the Chairman of the Investigative Committee of Russia, Alexander Bastrykin, asking for help registering his house, 161.ru reported on June 14.

He noted that after the initial appeal, an investigation was conducted at Bastrykin's direction and a criminal case was opened under the article on negligence. Tkachenko was recognized as a victim. However, the Neklinovsky District Prosecutor overturned the decision to initiate criminal proceedings as illegal.

Tkachenko has still not been informed of the ruling overturning the criminal case. The case materials were sent to the Investigative Department of the Investigative Committee for the Rostov Region. However, no investigative actions are being conducted, and the investigator has not responded.

Tkachenko then contacted the Neklinovsky District Prosecutor's Office, but the agency's response, he claimed, contained inaccurate information and amounted to little more than a formal reply. Specifically, the district prosecutor's office questioned Tkachenko's registration, as it was dated February 25, 1988, while the land use documents were issued in his name later. However, Tkachenko claims that the land plot was granted to him based on a decision by the executive committee of the Khapersky village council in the Myasnikovsky district.

Furthermore, the prosecutor's office claims that the house is located within the specially protected natural area of ​​the Donskoy Park, which was established only in 2007, 26 years after Tkachenko built the house.

In his appeal to Bastrykin, Tkachenko notes that the district prosecutor's response asserts that pipelines, industrial facilities, and commercial facilities are prohibited on park lands. However, he noted that construction is currently underway on a water pipeline from the Don River water intake to the DPR and LPR, which has caused all the creeks to become shallow. Furthermore, unknown individuals are grazing cattle, horses, and sheep on park lands. However, the prosecutor's office has ignored the farmer's arguments. "Where order needs to be restored, the prosecutor and the Neklinovsky District administration are inactive. Instead, they have made a show of persecuting the ordinary Russian man," the publication quotes an excerpt from Tkachenko's statement.

He asked Bastrykin to provide a legal assessment of the actions of the head of the Neklinovsky District administration and the district prosecutor.
