A suspect in a corruption case at a Kuban construction department has been arrested.

Investigators have implicated Viktor Shkolyk, former First Deputy General Director of the Main Directorate for Special Construction, in Dmitry Taksidi's case of abuse of power during the execution of a state defense contract.

As reported by the "Caucasian Knot," in early December 2025, a court in Rostov-on-Don arrested Dmitry Taksidi, former deputy head of the construction department of the Ministry of Defense's military construction complex, accused of lobbying for the company's interests during the construction of a facility in Krasnodar Krai. At the end of January 2026, a court in Novorossiysk seized Dmitry Taksidi's property worth 170 million rubles.

According to investigators, in 2022, while fulfilling a multi-billion-ruble state defense contract, Shkolyk illegally instructed then-Deputy Head of the Novorossiysk Construction Directorate branch, Dmitry Taksidi, to enter into a no-bid subcontract with a commercial organization for construction work in Novorossiysk, Interfax reported today.

In 2023, Taksidi accepted a bribe to fulfill this order and entered into a contract with a commercial organization worth over 600 million rubles. The bribe was paid for favoritism during construction work.

A criminal case has been opened against Shkolik, who is charged with abuse of office while fulfilling a state defense contract. 1 He has been arrested.

The "Caucasian Knot" also reported that a Kuban court has arrested businessman Roman Lyubimenko in absentia, who is accused of fraud amounting to 90 million rubles for supplying a department of the Krasnodar Krai administration with low-quality UAVs for military purposes at inflated prices.
