Azerbaijan and Armenia discussed border delimitation rules

Azerbaijan and Armenia have made progress on border delimitation: during a regular meeting of their commissions, the parties agreed on key technical documents and confirmed the continuation of dialogue.

As the "Caucasian Knot" reported, at a meeting in Washington on August 8, 2025, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a declaration on the cessation of hostilities. The declaration stated that the parties would not make territorial claims against each other. Most of the seven points of the declaration contain vague wording, analysts pointed out. On August 11, the text of the peace agreement between Azerbaijan and Armenia was published, which suggests that Armenia and Azerbaijan will establish diplomatic relations, renounce the use of force and territorial claims against each other, and resolve the border issue. US President Donald Trump then stated that the key issue that had been preventing the signing of a peace agreement between Armenia and Azerbaijan, the Zangezur Corridor, had been resolved.

On April 29, the thirteenth meeting of the State Commission on the Delimitation of the State Border between Azerbaijan and Armenia was held in Aghveran. The talks were chaired by Azerbaijani Deputy Prime Minister Shahin Mustafayev and Armenian Deputy Prime Minister Mher Grigoryan, Armenpress reports.

The parties agreed on and exchanged the texts of draft instructions on the procedure for conducting delimitation works. In particular, on the work procedure of delimitation expert groups, on the procedure for creating a delimitation map and on the procedure for preparing and issuing state border delimitation documents.

Deputy Prime Minister of Azerbaijan Shahin Mustafayev and Deputy Prime Minister of Armenia Mher Grigoryan separately exchanged views on issues of mutual interest. It was noted that the transit of goods to the Republic of Armenia through the territory of the Republic of Azerbaijan is successfully carried out and is currently continuing, reports Media.az.

It was also noted that Azerbaijan supplies petroleum products to Armenia, which is an indicator of the formation of trade and economic ties between the two countries.

Also, with the participation of representatives of the business circles of the parties, a discussion took place on issues of developing trade and economic cooperation, mutual supplies of goods and services, as well as transit shipments.

The "Caucasian Knot" also reported that on January 9, Azerbaijan sent a second batch of petroleum products to Armenia—almost 2,000 tons of gasoline and diesel fuel—in three weeks. Earlier, on December 18, 2025, the State Oil Company of the Azerbaijan Republic delivered locally produced petroleum products to Armenia for the first time. Some social media users considered the trade an indicator of normalizing relations between Baku and Yerevan. They pointed to the prospect of joint development between the countries and peaceful coexistence for future generations.
