A state of emergency has been declared in Kuban following an airstrike.

A drone strike in Novorossiysk injured five people and damaged 17 residential buildings. A state of emergency has been declared in the city, giving authorities expanded powers to deal with the incident.

As reported by the "Caucasian Knot," last night, a drone attack in Novorossiysk injured three people – two women and a man – who were in a private home. They were hospitalized in the city hospital.

In Novorossiysk, 17 residential buildings were damaged: eight apartment buildings and nine private buildings, as well as a kindergarten, Kuban Governor Veniamin Kondratyev reported on his Telegram channel.

According to updated information, five people were injured. "All victims are receiving medical assistance," the official wrote, adding that a state of emergency had been declared in the city.

Novorossiysk Mayor Andrei Kravchenko reposted this publication on his Telegram channel without adding any additional information.

The state of emergency expands the authorities' powers to deal with the consequences

As a reminder, the state of emergency is provided for by federal law According to Federal Law No. 68-FZ of December 21, 1994, "On the Protection of the Population and Territories from Natural and Man-Made Emergencies," depending on the level of emergency, the head of a city, district, governor, the Russian government, or the president of the country may declare a state of emergency.

By law, after a state of emergency is declared, authorized bodies are obligated to ensure the protection of the population and respond to the emergency. "As a rule, the introduction of a state of emergency entails restrictions on the personal and public rights of citizens. Access to the emergency zone may be prohibited or restricted. Activities that could lead to new outbreaks are restricted. For example, during a state of emergency for forest fires, visiting forests is prohibited. Evacuations may also be organized," the Kalmykia Ministry of Emergency Situations explained on its website on May 7, 2019.

The authorities' ability to allocate budget funds for emergency situations depends on the state of emergency , lawyer Maria Spasibukhova explained to the "Caucasian Knot" in December 2024.

"This involves deploying the necessary equipment, the financial capacity to deploy various points, establish cooperation between various structures, and engage paid specialists. This does not affect the rights and responsibilities of ordinary people, local residents," she said.

Novorossiysk has been subject to massive attacks before. On September 24, 2025, two people were killed and 14 injured after drones and unmanned boats attacked Novorossiysk and Tuapse. That day, people were ordered to leave the beaches in Novorossiysk, Tuapse, Gelendzhik, and Sochi, but in Sochi, some vacationers returned to the sea. Social media users called this behavior reckless.

Civilians in the coastal areas of Kuban resorts risk becoming accidental victims in attacks, so the evacuation of vacationers from the beaches was a justified measure, experts interviewed by the "Caucasian Knot" confirmed.

In September 2025, the Krasnodar Territory imposed a ban on the dissemination of information about drone attacks and their consequences, as well as on filming air defense operations, military facilities, and critical infrastructure. In December 2025, Kuban authorities introduced fines for filming aerial attacks and air defense operations. The "Caucasian Knot" published a corresponding bill of the regional legislative assembly.
