The court arrested Ullubiy Khanmurzaev in connection with a fraud case.

The Kirovsky District Court of Makhachkala has remanded Ullubiy Khanmurzaev, former head of the Buinaksk District of Dagestan, in custody for two months on suspicion of fraud.

As reported by the "Caucasian Knot," on November 21, 2025, the Buinaksk District administration announced the termination of the powers of Ullubiy Khanmurzaev, head of the district, due to his "failure to fulfill his duties in resolving local issues" for more than three months. This decision was supported by 43 district council members. Khanmurzaev objected to the dismissal of contract soldiers stationed in the SVO zone, contradicting the Labor Code. He recalled that, upon leaving for the SVO, he had delegated the duties of the district head to his deputy. On January 19, Ullubiy Khanmurzaev was detained on suspicion of corruption. Following his detention, Khanmurzaev declared a hunger strike. Deputies pointed out that Khanmurzaev failed to notify the parliament of his decision when signing the contract with the Ministry of Defense. In his resolution, Dagestan Head Sergei Melikov supported the district assembly's initiative to terminate the powers of the head of the district. According to Chernovik, Khanmurzaev's resignation had been in the works since October and was initiated by Sergei Melikov.

According to the case materials, the suspect, while head of the district, colluded with the director of a local educational institution to fictitiously employ an acquaintance of the official as a school psychologist between September 2023 and November 2024. She was illegally paid, causing significant damage to the district administration, TASS reported today.

The court has ordered Ullubiy Khanmurzaev, the former head of Dagestan's Buinaksk district, to be remanded in custody for two months, until March 18, 2026, Interfax reported today, citing the head of the joint press service of the region's courts of general jurisdiction.

The press service clarified that Khanmurzaev has been charged with fraud 1 . The former head of the Buinaksk district has pleaded not guilty.

As a reminder, Ullubiy Khanmurzaev is a former investigator with the Investigative Committee of Russia. He was appointed acting head of the Buinaksk District Administration in January 2023. In the lead-up to the district head elections, district council members reported pressure. On July 5, 2023, Khanmurzaev was elected head of the municipality, with all 36 deputies participating in the session supporting his candidacy.

There are allegations that Ullubiy Khanmurzaev was a protégé of the influential former Secretary of State Magomed-Sultan Magomedov, and that after law enforcement officials raised questions about him, actions were taken against the district head, political scientist Albert Esedov previously told the "Caucasian Knot." As a reminder, on June 25, 2025, security forces detained Magomed-Sultan Magomedov, and on July 1, it was announced that he had been dismissed from his post as Secretary of State. The FSB has voiced its suspicions about Magomedov's involvement in the theft of the largest federal oil transshipment complex in the North Caucasus, Dagnefteprodukt, from the state. While serving as Secretary of State, Magomedov was not an active public figure, but he used his position to form a powerful group within the republic, according to local analysts.
