Ullubiy Khanmurzaev went on hunger strike after his arrest.

The former head of the Buinaksk district, Ullubiy Khanmurzaev, has declared a hunger strike after his arrest. He rejects fraud charges, the head of the Dagestan Public Monitoring Commission announced.

As reported by the "Caucasian Knot," on November 21, 2025, the Buinaksk district administration announced the termination of the powers of the head of the district, Ullubiy Khanmurzaev, due to his "failure to fulfill his duties in resolving local issues" for more than three months. This decision was supported by 43 district council members. Khanmurzaev objected to the dismissal of contract soldiers stationed in the SVO zone, contradicting the Labor Code. He recalled that, upon leaving for the SVO, he delegated the duties of the district head to his deputy. On January 19, Ullubiy Khanmurzayev was arrested on suspicion of corruption.

Shamil Khadulaev, head of the Public Monitoring Commission of Dagestan, announced Ullubiy Khanmurzayev's hunger strike today on his Telegram channel. "Following his appeal to us at the Public Monitoring Commission of the Republic of Dagestan, we visited him today at the Makhachkala temporary detention facility, and he told us that he declared a hunger strike yesterday, which was officially registered at the Makhachkala temporary detention facility," Khadulaev wrote.

According to Khadulaev, Khanmurzaev is accused of fraud 1 , which he disputes.

Khadulaev also noted that Ullubiy Khanmurzaev, the former head of the Buinaksk district who left for the SVO, while serving as an investigator for the Russian Investigative Committee, solved the kidnapping and murder of a little girl in Kaspiysk 1 , which caused a huge public outcry not only in Dagestan. "As we see, he was awarded for his good work by Bastrykin, Chairman of the Investigative Committee of Russia, and to the right of him in the presidium sits Krasnov, who is now the Chairman of the Supreme Court of the Russian Federation," he added, posting a photo of Khanmurzaev receiving the award.

As a reminder, Ullubiy Khanmurzaev is a former investigator with the Investigative Committee of Russia. He was appointed acting head of the Buinaksk District Administration in January 2023. Ahead of the district head elections, district council members reported pressure. On July 5, 2023, Khanmurzaev was elected head of the municipality, his candidacy supported by all 36 deputies participating in the session.

There are allegations that Ullubiy Khanmurzaev was a protégé of the influential former Secretary of State Magomed-Sultan Magomedov, and after law enforcement raised questions about him, action was taken against the district head, political scientist Albert Esedov previously told the "Caucasian Knot." As a reminder, on June 25, 2025, security forces detained Magomed-Sultan Magomedov, and on July 1, it was announced that he had been dismissed from his post as Secretary of State. The FSB has voiced its suspicion that Magomedov was involved in the theft of Dagnefteprodukt, the largest federal oil transshipment complex in the North Caucasus, from the state. During his time as Secretary of State, Magomedov did not actively display himself as a public figure, but he used his post to form an influence group in the republic, local analysts believe.
