Residents of Kaspiysk reported water supply interruptions.

Water supply in Kaspiysk has not been restored everywhere, and where it has been restored, the pressure is weak or intermittent, local residents complained.

As reported by the "Caucasian Knot," on the evening of January 9, the Kaspiysk administration announced that work on the city's water main had been completed and that water would resume overnight. City residents were outraged by officials' explanation that increased water consumption led to the breakdown. On January 10, Kaspiysk authorities reported delays in water supply to residents due to reservoirs filling. Water appears only briefly, and water delivery remains, commentators added. On January 12, officials announced that equipment was being adjusted in Kaspiysk, and that water supply to Bat'manova Street would be fully restored by January 13. Residents complained that they have to buy drinking water in stores, which is significantly impacting their budgets.

On January 15, the water supply situation somewhat normalized, but many streets still have no water, residents of Kaspiysk told a Caucasian Knot correspondent.

There is no water on Akhmetkhan Sultan and Akulinichev Streets, local resident Rasul told a Caucasian Knot correspondent. He added that water had returned to Ilyashenko Street, where his relatives live.

"There's no water on Omarova Street. A water truck comes and pumps water into the tanks, but it only lasts for an hour or two," reported Ruslan.

A representative of the Unified Water Supply Operator told a "Caucasian Knot" correspondent that all work to restore the water supply had been completed, commissioning and pressure stabilization were underway, which could result in interruptions, and the water supply was being provided on an hourly basis.

"Water has returned to Lenin Street, but the pressure is very weak," reported Ali.

A resident of house No. 14 on Bat'manova Street Gulya reported that the water started flowing on the morning of January 15th. "But the building's technician said the flow was weak and would temporarily shut it off to fill the reservoir for the evening," she said.

There is no water in the Tenglik and Avangard garden associations and the Camping microdistrict, residents reported.

The single water operator reported on its Telegram channel that scheduled work is underway to replace dilapidated and hazardous sections of the water supply network in the Avangard garden association – approximately 3,700 meters of new 500mm diameter water mains will be installed. This could lead to interruptions in water supply.

The Federal Law "On Water Supply and Sanitation" permits water supply interruptions only in emergency situations. However, the outage must not exceed 24 consecutive hours, and the local administration is obligated to ensure the delivery of drinking water, lawyer Ali Aliyev previously told a "Caucasian Knot" correspondent.

The lawyer added that, according to the rules for the provision of public utilities, in such situations, one can request a recalculation of the water bill. There is no need to submit a request for a recalculation; the company must handle it independently. If this does not happen, one should contact the State Housing Inspectorate or the prosecutor's office. You can also file a lawsuit for compensation for damages—for example, expenses for purchasing bottled water—and moral damages, which are recoverable under the Consumer Protection Act.
