Security forces helped the former head of Khubar take over the office of the village head
Citing a court ruling, security forces removed the seals from the office of the head of the village of Khubar and installed the former head, Kamilpasha Khaibulaev, whose term expired on December 3, in it. The newly elected head of the village, Rashid Isakov, considered their actions illegal; he, the deputies, and the villagers intend to complain to the Dagestani authorities.
As reported by the " Caucasian Knot ," on December 12, village council deputies elected Rashid Isakov as head of the village of Khubar in the Kazbekovsky District. The resolution also terminated the previous head of the village, Kamilpashi Khaibulaev, due to the expiration of his term. Isakov stated that his first priority is to seek the return of rural lands to residents.
On April 2, a meeting of deputies decided to terminate the authority of Kamilpashi Khaibulaev, the head of the village. The deputies justified their decision, in particular, by citing that the head had, without consulting the deputies, signed and sealed a general plan map expropriating 236 hectares of land. However, Khaibulaev refused to resign, closed his office, and confiscated the keys and seals, paralyzing the work of the village council. On April 11, village council employees went on strike in protest of these actions. Khaibulaev subsequently fired two employees of the village council administration. The deputies called this decision unlawful .
Rashid Isakov reported today that obstacles to his performance of duties as head of the village of Khubar continue.
"On December 18, as the newly elected mayor, I walked into my office. Afterward, a local police officer arrived with some kind of court order. The order stated that the former mayor had suspended the assembly's decision to elect me in court. Bailiffs arrived, and we explained to them that there had to be a justification for the decision. They refused to listen, called the police, who broke the locks on the doors to the administration office and installed the former village mayor, Kamilpasha Khaibulaev, in my rightful place," Isakov told a "Caucasian Knot" correspondent.
His term expired on December 3rd and he did not run for reelection.
Village residents, deputies, and Isakov himself intend to appeal to State Duma deputy Saigidpasha Umakhanov and the chairman of the Dagestan government, Abdulmuslim Abdulmuslimov, to save the village from the arbitrary actions of the head of the Kazbekovsky district, Isakov noted.
"Who is the former village head to go to court? His term expired on December 3rd, and he didn't run for reelection. We'll complain to Moscow. We're a local government, and the laws give us the right to govern ourselves. The deputies themselves decide how and what will happen according to the law. We don't violate federal law, we don't take any actions against anyone, everything is within the bounds of our charter and federal law. But the arbitrary actions of officials outweigh all of this," says Isakov.
(The official website of the rural settlement "Khubarsky Village Council" has not published a comment from Kamilpasha Khaibulaev regarding Rashid Isakov's statements. The website lists Kamilpasha Khaibulaev as the head of the settlement administration. Khaibulaev does not have public accounts on Telegram, VKontakte, or Odnoklassniki. As a reminder, in February, residents of Khubar demanded that the authorities clarify the ownership of land adjacent to the village and return it to the village. The district administration's master plan was drawn up to the detriment of the villagers' interests, as 236 hectares of "historical Khubar village lands" were being transferred to a newly established village in the Sulak Canyon, they claimed.
Furthermore, according to Rashid Isakov, 1,138 hectares of land were transferred to Khubar LLC and are being leased out, despite the decision of the village council deputies, who in August 2024 decided to take the land into the villages' ownership.
