Lawyer Aliev: nobody knows how European Court's decisions on Azerbaijan are enforced

The European Court for Human Rights (ECtHR) has passed 11 decisions against Azerbaijan, however, the legal community of the country possesses no official information on whether the Azerbaijani government fulfils these decisions or not.

The "Caucasian Knot" correspondent informs that this statement was made yesterday, on January 23, by Intigam Aliev, chairman of the Forum of Lawyers of Azerbaijan, at the roundtable on the topic "Courts and Judges of Azerbaijan".

He said that decisions on Azerbaijan concern tortures, groundless arrests, violation of citizens' right to organize, etc.: "The Azerbaijani government thinks its duties exhausted by payment of compensations, while there's no data on measures to prevent similar violations."

The lawyer has noted that the "journalists' case" is a black spot on without that ugly face of Azerbaijani Themis. Trials of journalists are beyond any minimal standards of justice."

He has added that the government of Azerbaijan received a request from the European Court for Human Rights (ECtHR) in connection with the complaints lodged to the Court on the fact of beating by policemen on October 9, 2005, of Ramiz Nadzhafli, editor-in-chief of the "Boz Gurd" newspaper, and Sarvan Rizvanov, an employee of the "Turan" News Agency, who was beaten on November 9, 2005, during a sanctioned meeting.

The complaints of both media workers specify violations in their relation of Articles 3 (torture), 6 (right to fair trial), 10 (right to freedom of expression) and 11 (right to freedom of assembly) of the European Convention on Human Rights (ECHR). Intigam Aliev has informed also about acceptance to consideration by the European Court of complaints of the Forum of Lawyers of Azerbaijan and 10 complaints of the Bar.
