District officials are under investigation following complaints from residents of the village of Khorej.

Investigators have blamed officials from the Khivsky District administration for the failure to meet the deadline for the construction of a kindergarten in the village of Khorej, whose residents complained to the head of Dagestan, Sergei Melikov. The criminal case is being investigated under the article on negligence.

As reported by Kavkazsky Knot, in mid-October, residents of the village of Khorej and military personnel from the war zone demanded in video messages that the authorities complete the kindergarten, which has been delayed since 2013. Following complaints from villagers, the head of Dagestan, Sergei Melikov, promised that the Dagestan government would take responsibility for completing the construction and that the kindergarten in the village of Khorej would open in 2026.

According to investigators, in 2015, the municipal district education department and a contractor signed a contract for the construction of a 100-child kindergarten in the village of Khorej, the Dagestan Investigative Committee reported today on its Telegram channel.

Investigators blamed local officials for the failure to complete the work stipulated in the contract on time. They believe the administration officials failed to properly fulfill their duties.

"The municipal administration failed to take effective measures to complete construction and allocate the necessary funding," the report stated. The kindergarten has still not been commissioned, which has significantly violated the rights of residents, the department noted.

According to investigators, there are no specific suspects in the criminal case yet. The charge of negligence (Part 1 of Article 293 of the Russian Criminal Code) carries a sentence of up to one year of correctional labor or up to three months of arrest.

"Caucasian Knot" also reported that residents of the village of Gerga, in a video message, asked the authorities not to sell the land in the center of the village, but to build a new kindergarten on it, as the existing one does not have enough space.
