Security forces announced a foiled terrorist attack in Stavropol.

The FSB announced the arrest of a 25-year-old man in connection with a terrorist attack in Georgievsk. Security officials identified him as a local resident, although during interrogation he claimed to have "arrived" in the Stavropol Territory.

According to security officials, the terrorist attack was planned in the Georgievsk Municipal District administration building. The suspect is a Georgievsk resident, whom the FSB describes as holding "radical views."

According to the FSB, the young man, born in 2000, contacted a representative of a terrorist organization banned in Russia via Telegram and joined its ranks. "On instructions from his handler," he visited the administration building, where he "conducted reconnaissance" and then purchased components for a homemade bomb, according to a statement on the intelligence agency's official website.

Security forces detained the suspect before he could assemble the homemade explosive device and carry out his plan. The components for the bomb were seized individually during a search of his home, and the court remanded the young man to pretrial detention.

The FSB surveillance video released shows moments of covert surveillance of the suspect: in the footage, he films the entrance to the Georgievsk administration building on Victory Square with a phone camera, then photographs goods in a hardware store, and purchases something from a pharmacy. Footage of the young man's detention by FSB officers on the street and his interrogation is also shown. The young man's face is hidden in all the footage.

Although the FSB's official statement identifies the detainee as a resident of Georgievsk, the man says on camera that he "came to the Stavropol Territory," without specifying his origin.

"I wanted to commit a terrorist act, but I couldn't, so I was detained. I admit my guilt and repent," says the detainee, who speaks Russian with an accent. After footage of his interrogation, the video is edited with images of the confiscated items.

Stavropol Territory Governor Vladimir Vladimirov thanked the FSB for preventing a terrorist attack in Georgievsk. "The attacker is a supporter of a banned terrorist organization. He has been detained; his dark plans will not come to fruition," he wrote on his official Telegram channel.
