Krasnodar authorities have again refused to allow residents to hold a rally in Yubileiny.

Krasnodar City Hall rejected a second consecutive application for a rally against development of a green space on the embankment in Yubileyny, suggesting that the activists hold the event outside the city.

As reported by "Kavkazsky Uzel," activists from the Yubileyny microdistrict submitted an application to the administration for a rally against development of the green space on October 18, but they were only permitted to rally in Klenovy Park, which is ten kilometers from the microdistrict. Krasnodar authorities announced a public discussion of plans to build a church on the embankment, which residents of the Yubileyny microdistrict had protested. Following the announcement, residents of the microdistrict held a series of solo pickets. Commenters on Telegram demanded that the authorities preserve the green space near the river. Activists are holding pickets and distributing leaflets against the construction of the church; they were unable to participate in the in-person discussion of the development of the green space on the embankment.

Representatives of the Communist Party of the Russian Federation in Kuban attempted to coordinate a rally of Yubileiny residents for October 26, but the Krasnodar administration again refused to allow the action in the microdistrict. Officials justified their refusal with standard reasons.

In their application for the rally, activists stated that they wanted to discuss the Krasnodar General Plan adopted in 2024 and the embankment development plan in Yubileiny, which includes the construction of a church complex. Additionally, the agenda included discussion of the transit road project along General Shifrin and Dumenko Streets, as well as "other issues in defense of the rights and legitimate interests of citizens," according to a post on the party's official Telegram channel.

"The administration cites the fact that another public event has already been requested for the same time at the requested location," the activists reported today. They noted that officials used the same explanation when reviewing the previous application for the rally on October 18, as well as a year ago, when the new General Plan was being discussed. At that time, the Krasnodar City Hall rejected all four activist applications for the rally in Yubileiny.

Activists refused to hold a rally at the Klenovy Park site proposed by officials, citing that it was difficult for "most interested residents of the Yubileyny microdistrict to get there."

The "Caucasian Knot" also reported that on October 4, a solo picket against the development of a green zone in the Yubileyny microdistrict took place in Krasnodar. On October 2, a Krasnodar resident held a solo picket outside the Krasnodar Krai administration building, demanding that the green zone in the Yubileyny microdistrict be preserved and not developed.
