Azerbaijan announces dissolution of OSCE Minsk Group

All institutions associated with the OSCE Minsk Group, by decision of the OSCE Ministerial Council, are closed from today. All previously adopted decisions within its framework regarding the former Armenian-Azerbaijani conflict are no longer valid, the Azerbaijani Foreign Ministry said.

As "Caucasian Knot" wrote, at a meeting in Washington on August 8, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a declaration on the cessation of hostilities. US President Donald Trump said that the key issue that prevented the signing of a peace agreement between Armenia and Azerbaijan has been resolved, and this is the issue of the Zangezur corridor. The foreign ministers of the two countries appealed to the OSCE with a proposal to dissolve the Minsk Group. The declaration signed in Washington by Aliyev and Pashinyan could spell the end of Armenian statehood or at least lead to further loss of territory, analysts believe. The declaration recorded that territorial claims against each other will not be made, Pashinyan objected.

The OSCE Ministerial Council today decided to close all institutions related to the Minsk process on the Karabakh settlement from September 1. The decision was made on the basis of a joint appeal by Azerbaijan and Armenia, the Azerbaijani Foreign Ministry reported.

The OSCE Secretariat has been instructed to resolve all organizational and technical issues related to the liquidation of these structures by December 1, 2025. Also, all previously adopted decisions within the OSCE framework regarding the former Armenian-Azerbaijani conflict are no longer valid and are not subject to application, the MFA emphasizes.

"Thus, this decision formalized the closure of these institutions, and all OSCE participating States recognized that these structures, once created to resolve the Armenian-Azerbaijani conflict, have lost their relevance in the new conditions after its resolution," the press release published on the MFA website says.

The ministry emphasized that the adoption of this decision is not only confirmation at the international level of the fact of the restoration of the territorial integrity of Azerbaijan, "but also an important step towards the practical implementation of the agreements reached between Azerbaijan and Armenia during the meeting in Washington on August 8, 2025.

The OSCE website has not published information on the dissolution of the Minsk Group by 14.21 Moscow time.

"The Republic of Azerbaijan will continue to adhere to its principled and consistent position, based on international law, in strengthening peace and stability in the region," the statement emphasizes.
