Investigators treat bridge collapse in Dagestan as officials’ negligence

Officials from the administration of the Dakhadaevsky District are suspected of negligence in connection with the collapse of an ancient bridge in the village of Kunki. They failed to take the necessary measures to preserve this cultural heritage site, investigators assert.

A criminal case has been opened "on the fact of violating the requirements for the preservation or use of cultural heritage sites and the negligence of officials of the district administration" (Articles 293 and 243.1 of the Criminal Code of the Russian Federation), the Dagestani Branch of the Investigating Committee of the Russian Federation (ICRF) reported in its website on May 23.

"According to investigators, in the period from 2017 to 2025, officials of the district administration failed to take the necessary measures to carry out emergency rescue operations, for subsequent repair and restoration works aimed to preserve the cultural heritage site – the 19th century bridge in the village of Kunki, as well as to ensure the life activities of the population. As a result of these persons’ negligence, a part of the shoulder of the bridge collapsed on May 18, 2025, as a result of which the movement of vehicles and villagers was limited," the report says.

As of 2:40 p.m. Moscow time, in its Telegram channel, the administration of the Dakhadaevsky District, had no commented on the investigators’ version.

The issue of officials’ responsibility was also raised by some commentators to the post about the bridge collapse, placed in the anonymous Telegram channel "Atypical Makhachkala".

So that they understand that preserving cultural heritage is not just a formality, but our duty to future generations," the user Khurma wrote, in particular.

"One freeloader official instructed another freeloader, the third one is obliged to monitor the first two; and there are several more levels of freeloaders above this entire [company]," the user DM has expressed his opinion. "Those responsible for the bridge seem to not care," the user Alexander K. has suggested.

"The bridge made of shit and sticks. Local authorities themselves accepted it on their balance sheet as historical heritage. They received money to maintain it. As a result, the [insufficiently reliable] structure has collapsed," the user ZHNETS has stated.

Some users have doubted that those guilty would be held accountable. "They'll find the scapegoat and hush it up," the user tim shared his assumption. "They're looking for a scapegoat," Elena wrote succinctly.
