Kuban PO challenged fine imposed on incompetent Muscovite

The Prosecutor's Office (PO) of the Krasnodar Territory (also known as Kuban by the name of the main river) has appealed against the decision of the court in Anapa, which had fined Dmitry Lozner, an incompetent person from Moscow, for entering the fenced beach area.

The “Caucasian Knot” has reported that on June 14, Galina Teryokhina, a Muscovite, sent a complaint to the Kuban Public Prosecutor that the above Anapa court had fined her incapacitated relative Dmitry Lozner, who snuck onto the fenced beach. The fine should be cancelled, since according to the law, an incapacitated person is not subject to administrative liability, Roman Klykov, a lawyer, has noted.

On June 13, residents of Anapa told about a conflict with the bosses of the children's camp, who, according to residents’ version, had fenced off a beach section and deprived townspeople of access to it. Galina Teryokhina, a tourist from Moscow, said that law enforcers detained her 57-year-old father-in-law, Dmitry Lozner, for trying to enter the beach. She was outraged that, according to the court ruling, Lozner had testified even though he is mute and disabled.

According to Galina’s story, the family of the incapacitated Dmitry has so far decided not to pay the fine and will wait for a reaction from the territorial PO on cancelling the fine.

In June, residents of the dwelling settlement of Sukko recorded a video appeal to President Putin and asked to look into the situation when the children camp’s bosses, who had installed a fence on the beach, depriving local residents of access thereto. The camp director claimed that the fence was installed for security purposes.
