CSIS: 49 steps towards ensuring human rights and safety in Northern Caucasus

A joint report, prepared by the Initiative for Human Rights and Safety, Centre of Strategic and International Studies (CSIS) and Robert Bosch Foundation and entitled "49 Steps Towards Ensuring Human Rights and Safety in Northern Caucasus" has been published. Sara Mendelson is its author.

The document is a synthesis of several dozens of particular and practical recommendations, which appeared as a result of several meetings at the Bosch Foundation in Berlin in May 2005, March 2006 and October 2006 of high ranking officials of international organizations, governments and nongovernmental organizations (NGOs).

The recommendations cover a broad range of problems, including the following:

  • Better coordinate the efforts of the donors
  • Stronger support of the civil society organization (in particular, human rights NGOs and independent mass media) in localities
  • Special attention to projects intended for the new generation
  • Enhanced responsibility and accountability of the international organizations that operate in the region
  • Better cooperation with the Russian government
  • Attracting private businesses' investments to Northern Caucasus
  • Applying the interdisciplinary approach to ensuring the legality in the region.

  • KBR native suspected of treason

    Criminal cases of spreading fakes about the Russian Army and treason have been opened against Muaz Kibishev, a native of the Kabardino Balkarian Republic (KBR), who is participating in hostilities against the Russian Army, human rights defenders have informed.

  • Rights defenders give number of kidnapped people in Chechnya

    At least 80 residents of Chechnya have been kidnapped after a car with a DUSTUM license plate was set on fire; volunteers have identified the names of a number of them. In the village of Starye Atagi, Urus-Martan District, about 50 members of the Saif-Islam Elmurzaev family, suspected of setting the above car on fire, have been kidnapped; and about 30 people have been kidnapped in the Shali District, the "Memorial" Centre for Human Rights Defence (CHRD)* has reported.
