After including into prophylactic register, residents of Dagestan report law enforcers' visits

Two residents of Dagestan, who have learned that after taking part in anti-mobilization actions they were put on the prophylactic register, report that attention to them is so far limited to visits of local district policemen.

The "Caucasian Knot" has reported that those detained at anti-mobilization rallies in Dagestan got registered under the category of "mass event violators". Human rights defenders explained that the prophylactic registering under this category involves activity monitoring, conducting prophylactic talks and warnings about inadmissibility of taking part in protests.

Murat, one of the above two, found himself on the prophylactic register as a "mass event violator" after an anti-mobilization rally. "I was detained, but I am one of the few who were not given an administrative punishment, because I proved to law enforcers that I was at the action while performing my professional duties ... Other detainees were forced to write explanatory notes admitting that they had taken part in the rally, but 'won't do this again'," he said.

However, this did not prevent Murat from getting into the prophylactic register. The police come to Murat mainly in connection with protests. "In the summer of 2023, there were 7-8 protests due to power outages. The police wanted to give me a warning about the inadmissibility of participating in illegal protests," Murat has explained, adding that he hopes to challenge his inclusion into the prophylactic register.

A Makhachkala woman named Sasha was detained at the second anti-mobilization rally. "I was walking near the rally venue, but after the main events ... At the police station, they asked me intimate questions and studied my phone," the girl said, noting that in response to outrage over studying her phone, the law enforcer lightly hit her.

According to her story, a local district policeman visited her several times.

The prophylactic registering in itself has no legal consequences, Timofei Shirokov, a lawyer, has explained. It's another matter if a person, who has already been administratively punished for taking part in a rally, is again detained and punished.
