Defence of Makhachkala resident criticizes investigators for refusing to open torture case

Investigators have explained their refusal to open a case on torturing Kurban Gadjiev, a former law enforcer, by the fact that the complaint was late, and the information was not confirmed. Allegations of torture were filed repeatedly, but no inquiry was conducted properly, the advocate has stated.

The "Caucasian Knot" has reported that on October 20, Sapiyat Magomedova, an advocate, said that Kurban Gadjiev, her client and a former policeman, demanded to punish the investigator from Makhachkala, who had refused to open a case of torture, which he was "subjected to by the detective, Magomed Malikov."

In January this year, Malikov was detained in connection with the death of Kurban Dalgatov at the police station. Gadjiev sought to initiate a criminal case, but he was again refused, the advocate has explained. She believes that if the investigator had responded to Gadjiev's appeal appropriately, Dalgatov's death might not have occurred.

The Investigating Committee of the Russian Federation (ICRF) has refused to open a torture case against Gadjiev due to the later submission of his appeal, Sapiyat Magomedova has stated, noting that allegations of torture had been submitted to the ICRF more than once.

On January 21, 2023, Kurban Dalgatov was taken to the police station after which he died. His relatives said he died of asphyxiation after being electrocuted.

According to the response of the ICRF's Leninsky district branch of Makhachkala, Kurban Gadjiev explains the delay in filing a claim against Magomed Malikov by the fact that he was "serving his sentence" and feared for his health and life.
