ECtHR finds violation of rights of Budyonnovsk resident beaten up by law enforcers

The European Court of Human Rights (ECtHR) in Strasbourg has awarded compensation to Roman Stasyuk, a Stavropol resident, who was beaten up by law enforcers in Budyonnovsk in 2018.

The "Caucasian Knot" has reported that in 2018, Roman Stasyuk stated that he had been beaten up by a security officer when he came there for a reception. In response to Stasyuk's complaint, law enforcers demanded that he be prosecuted for petty hooliganism, but the court failed to find any offense in Roman's actions.

The ECtHR has issued a decision in the case "Kolesnikova et al versus Russia", which combined several complaints about law enforcers' violence. Among the applicants who were awarded compensations are residents of the Rostov Region and Stavropol Territory.

Roman Stasyuk from Budyonnovsk, who was handcuffed and beaten up in the building of the GIBDD (traffic police) division, was awarded compensation of EUR 26,000 by the ECtHR. After the beating, the man needed hospitalization, but investigators refused to initiate a criminal case on Stasyuk's request against law enforcers, to the ECtHR's website asserts.

Mikhail Gnusarev, a resident of the Rostov Region, was awarded the same amount of compensation in connection with his beating by road patrol inspectors in 2017.

The "Caucasian Knot" has reported that on September 28, the ECtHR recognized violations of the rights of residents of Chechnya, Dagestan and Astrakhan, convicted in Russia on the basis of testimonies obtained under torture. Astrakhan resident Ivanov was awarded compensation of EUR 12,500; Ali Umarov from Makhachkala and Chechen Khasan Islamov were awarded compensations of EUR 26,000 each.
