Lawyers promise to continue fighting for compensation to Ragimovs in case on torture

The decision of the Moscow court, which recognized as legal the refusal to pay compensation for torture to natives of Dagestan Murad Ragimov and Firuddin Ragimov, will be challenged despite the low chances of obtaining payments, a lawyer from the “Team Against Torture”* reports.

The “Caucasian Knot” has reported that the brutal beating and torture of Murad Ragimov and his father Firuddin Ragimov by law enforcers was reported by their female relative. In January 2017, it became known that experts found signs of torture on the body of Firuddin Ragimov. In November 2018, a complaint about the torture of the Ragimov father and son was filed to the European Court of Human Rights (ECtHR). On March 22, 2022, the ECtHR awarded each of the Ragimov father and son the amount of 26,000 euros in compensation.

On August 30, 2016, the law enforcers detained Murad Ragimov on suspicion of involvement in illegal armed formations in Syria and an attack on police officers in Dagestan. When the law enforcers found out that Murad Ragimov could not leave Russia, because he did not have a foreign passport, they searched his apartment and announced the discovery of drugs there. In January 2018, Murad Ragimov was sentenced to 3.5 years of imprisonment.

Members of the Ragimov family believe that the law enforcers will ultimately not be brought to responsibility and that the compensation awarded by the ECtHR will not be paid.

According to Georgy Ivanov, a lawyer from the “Team Against Torture”*, the court’s decision will be challenged, but the Ragimovs do not believe in a positive outcome for them. The lawyer has emphasized that the case has weak prospects, but it is still necessary to file an appeal against the court’s decision.

Advocate Yevgeny Chernousov called demonstrative the decision of the court, which recognized as illegal the investigators’ refusal to institute a criminal case on the torture of the Ragimov father and son.

*The “Team Against Torture” (formerly the “Committee Against Torture”) was created by lawyers who previously worked for the “Committee Against Torture” (CaT), which was included in the register of NCOs performing the functions of a foreign agent.
