Apti Visaev complains about poor medical care at SIZO

Apti Visaev, a native of Chechnya, who was accused of preparing a terror act in Norilsk, has informed that he had been transferred, without explanation, into a special block of the SIZO (pre-trial prison), where he does not receive the necessary medical care in full.

The "Caucasian Knot" has reported that in August 2021, Aisha Mutaeva, the wife of the 36-year-old Apti Visaev, reported that investigators were putting pressure on him. In January 2022, she complained about her non-admission to the case as a defender, despite the permit of the European Court of Human Rights (ECtHR).

In her video appeal, Mutaeva said that her husband could not plan a terror act on the Victory Day, since all public events in the city were cancelled due to the pandemic. This was also pointed out by the head of the Chechen community in Norilsk. Both he and Mutaeva suggested that Apti Visaev had been "set up" by his acquaintances Radmir and Ibragim, who provided false evidence to investigators. The persecution of Visaev is due to the fact that he had been earlier convicted of involvement in Chechen militants, Igor Kalyapin and Oyub Titiev, human rights defenders, believe.

On December 21, Apti Visaev was placed into a special block of the SIZO in Krasnoyarsk without explanations, his wife asserts. According to her story, it is very cold in this cell in winter, because of which Apti Visaev is ill, but does not receive the necessary medical care.

"An SIZO employee insists that he went for a walk in the frost. Otherwise, he threatens to place Apti into the dungeon (punishment cell)," the "Kavkaz.Realii"* project has quoted Aisha Mutaeva as saying.

Let us remind you that in 2005, the Supreme Court (SC) of Chechnya found Apti Visaev to be a member of an illegal armed formation (IAF) and sentenced him to 14 years and 11 months in prison. After his release in 2019, he stayed to live in Norilsk.
