Repression victims complained to CC about non-enforcement of its decisions

Three years ago, the Russian Constitutional Court (CC) recognized the rights of the people born in families of repressed nations from different regions, including Southern Russia, the right to return home and receive housing. However, this decision has not yet been enforced. The head of the respective profile committee of the Russian State Duma has admitted that all the proposed draft laws have been "frozen."

Nineteen persons have complained that the decision to provide them with housing in the city where their repressed families had lived at the time of arrest is not being enforced. The point is about the Law "On Rehabilitation of Victims of Political Repressions" adopted back in 1991, the "Kommersant" outlet has reported.

In December 2019, the CC recognized the violation of the rights of rehabilitated persons and ruled to amend the law. Besides, the CC marked the age of repression victims – they were from 60 to 90 years old.

"The GULAG children" are seeking a return not only to Moscow and Saint Petersburg, but also to Russian regions, including the Krasnodar Territory, the Rostov Region and the Stavropol Territory, the above outlet says.

"We can't wait any longer: time is running out, and people are dying," Grigory Vaipan, a lawyer at the "Memorial" Centre for Defending Human Rights, has stated.

According to the lawyer, a 74-year-old man, who had the right to housing, died shortly before filing a lawsuit; another one died after the lawsuit was filed; he was 80 years old.

Tatiana Moskalkova, the Russian Ombudsperson, has stated that repression victims should be provided with housing within three years. Two UN rapporteurs called on Russia to provide repression victims with housing within two years.
