ECtHR obliges Russia to pay 882,000 euros for torture in Ingushetia and Chechnya

Today, the European Court of Human Rights (ECtHR) has considered complaints filed by 29 residents of Ingushetia about torture and beatings by Ingush and Chechen law enforcers. The European Court acknowledged the violation of the complainants’ rights and freedoms, as well as the lack of an effective investigation by the investigating authorities.

Today, the ECtHR has issued a consolidated judgment in the case of “Sala Khamidov and Others v. Russia”. The case concerned complaints by 29 residents of Ingushetia and Chechnya against the actions of the law enforcement bodies. The ECtHR recognized that some of the complainants were subjected to torture, other complainants were subjected to inhuman or degrading treatment in violation of Article 3 of the Convention for the Protection of Human Rights and Fundamental Freedoms. The European Court also found that Article 5 (right to liberty and security of person) of the Convention was violated against some of the complainants because of unlawful detentions.

The ECtHR obliged the authorities of Russia to pay the complainant the total amount of 822,000 euros in compensation for non-pecuniary damage, the Human Rights Centre (HRC) “Memorial”* reports today.

* The organization is included by the Russian Ministry of Justice (MoJ) in the register of NCOs performing the functions of a foreign agent.
