Number of victims of torture in “Terter case” increases to 281

Investigators recognized other 163 people who were tortured as victims of the “Terter case”, and the total number of victims reached 281. Four military men were arrested on the charge of using torture, the General Prosecutor’s Office of Azerbaijan reported.

The “Caucasian Knot” has reported that the General Prosecutor’s Office of Azerbaijan cancelled the decision to close the case on high treason against Junior Sergeant Elchin Guliev, who died during the investigation. Elchin Guliev became the first defendant to have the previous decision cancelled and can be posthumously acquitted. That fact gives hope for a review of decisions on other convicts in the “Terter case”, human rights defender Rasul Jafarov notes.

Furthermore, four persons, accused of torturing the military men, were arrested. They are Vusal Aleskerov, Rustam Aleskerov, Ramil Garaev, and Fuad Akhundov.

Investigators continue to identify other victims.

Rasul Djafarov, the head of the Baku Human Rights Club, positively assessed the fresh information reported by the General Prosecutor’s Office. The human rights defender points out that the other potential victims can also apply to the investigators to be recognized as victims.

According to the human rights defender, another important point is the review of the cases against 16 people convicted not for high treason, but for crimes against the military service.
