HRC "Memorial"* complains to GPO about illegal "prophylactic registration" in Dagestan

Human rights defenders have asked the Russian General Prosecutor's Office (GPO) to check the legality of the so-called "prophylactic registration" practised in Dagestan, in particular, in relation to Vazir Bazanaev, a local resident. The Human Rights Centre (HRC) "Memorial"* has called on the GPO to bring to justice the officials of the Dagestani Prosecutor's Office, who failed to properly consider the appeals on this matter.

The "Caucasian Knot" has reported that in 2013, Vazir Bazanaev, a resident of the village of Chinar, was put on the "prophylactic registry" based on the fact that he had visited a mosque in Derbent. According to the police, several parishioners of that mosque left for Syria; therefore, they began shadowing Bazanaev and his family. The constant law enforcers' interest created problems for the man, including his employment.

In Dagestan, the practice of "prophylactic registration" was actively used, while law enforcers explained their actions by the fact that men were wearing beards or visiting the mosque. In March 2017, the head of the Dagestani Ministry of Internal Affairs (MIA) stated that all the orders concerning the "prophylactic registration" had been cancelled.

Since 2019, the HRC "Memorial"* has been challenging Bazanaev's "registration", and has repeatedly appealed to the Dagestani Prosecutor's Office.
