Horsemen's march to Dagestan coincides with Chechen authorities' political line

An equestrian march to the grave of Baisangur Benoevsky in Dagestan was a grassroots initiative, but such actions are approved by Ramzan Kadyrov, said Ruslan Kutaev, the head of the Assembly of Caucasian Nations, Oyub Titiev, a human rights defender, and Tumso Abdurakhmanov, a blogger.

The "Caucasian Knot" has reported that on April 3 policemen in the Novolaksky District stopped the equestrian march from Chechnya; the horse riders intended to visit the grave of the commander Baisangur Benoevsky. The incident occurred in the disputed lands of the former Aukhov District, Instagram users have noted, treating the law enforcers' zeal as excessive. The march has touched upon sensitive interethnic issues, Eduard Urazaev, a political analyst, has noted.

For almost 30 years, Dagestani Chechens have been waiting for the restoration of the Aukhov District, in the territory of which their ancestors had lived before the Stalinist deportation. The authorities promised to fulfil their demands, but the stumbling block was the need to resettle the Lak nationals now living in this territory – in the current Novolaksky District.

The equestrian march was held on the initiative from below, Ruslan Kutaev is sure. At the same time, the action fits into the line of Kadyrov's policy, he has added.

Oyub Titiev, a Chechen human rights defender, has also treated the march as a grassroots initiative. But in Chechnya, such actions are in line with authorities' policies, he has added.

Tumso Abdurakhmanov, a well-known Chechen blogger, also believes that the equestrian march to the grave of Baisangur Benoevsky was in no way at odds with Ramzan Kadyrov's policy.
