Transfer of Musa Aliev's torture case to Makhachkala alerts rights defenders

The "Committee against Torture" (CaT) and relatives of Musa Aliev, a resident of Khasavyurt, accused of raping a minor girl, did not ask to hand over the case of his torture by law enforcers to the Dagestani branch of the Investigating Committee of the Russian Federation (ICRF), human rights defenders have noted.

The "Caucasian Knot" has reported that a deputy head of the criminal investigation division of one of the district police stations of Dagestan and an operative agent have been accused of torturing Musa Aliev.

According to Aliev, the law enforcers had beat him up, trying to knock out a confession to raping a girl, and then began threatening his family. Aliev's relatives insist on his innocence.

The case of abuse of power with the use of violence, initiated on October 10, 2019, against the above two policemen, will now be considered by republic's experts on especially important cases, the CaT's press service has reported. Human rights defenders received a copy of the relevant statement on March 2.

Abubakar Yangulbaev, a CaT's lawyer, who represents Aliev's interests in the torture case, has noted that rights defenders had no claims to the work of the Khasavyurt inter-district investigating division.

"Everything was not bad, unlike what usually happens. The case was opened promptly; and we expected that it would be brought to court in late April at the latest. Now, it's not entirely clear what will happen, and how the investigator will build contacts with us," Mr Yangulbaev has stated.
