Statements of commander of Kadyrov regiment are contrary to Islamic and Russian laws

The statements of Zamid Chalaev, the commander of the patrol-and-post (PPS) police regiment named after Akhmat Kadyrov, who blamed all the offenders as "traitors" and promised harsh punishments for them, fail to comply with either Islamic norms or Russian legislation. Zamid Chalaev's statements are an illustration of the legal nihilism prevailing in the republic, Caucasus experts and rights defenders believe.

The "Caucasian Knot" has reported that on December 20, a video appeared in social networks, in which Zamid Chalaev, the commander of the Akhmat Kadyrov PPS regiment, explained to his subordinates that all the offenders should be treated as "traitors".

The offenses named by him have nothing to do with the term "traitor" from the Adat and Sharia, the Vladimir Bobrovnikov, an Orientalist, believes, noting that Chalaev fails to appeal to either the Adat or the Sharia.

Akhmet Yarlykapov, a Caucasus expert, has noted that in commander's eyes any offender is equated with a traitor to the Chechen regime.

Alexei Malashenko, an Islamic researcher, has noted that Chechnya has its own morals, but the question remains whether the region is a part of the territory in which "the Russian law is in force, or something else that violates this law."

At the same time, driving cars with tinted windows at high speed and shooting at weddings are practiced by Kadyrov's people themselves.

One should watch Chalaev's statements should be seen as ingratiating before Ramzan Kadyrov, Oleg Orlov, a board member of the Human Rights Centre (NRC) "Memorial", believes.
