Kadyrov Fund works amid carte blanche to Chechen authorities

The authorities of the Russian Federation, who are generously allocating money to Chechnya, neither control the use thereof, nor the work of the Akhmat Kadyrov Fund, economists have pointed out.

The "Caucasian Knot" has reported that the large number of projects implemented by the Akhmat Kadyrov Fund cause doubts about the transparency of the Chechen budget.

"What is happening in Chechnya – whether SUVs are bought, and from where the cavalcades of Porsche limousines come from, in which Ramzan Kadyrov and his associates and friends are driving around – this does not concern the federal authorities," Sergey Zhavoronkov, an economist, has stated.

There is no official information on the funding sources on the Fund in its website. According to Ramzan Kadyrov, some sponsors give money to the republic.

There are no formal grounds for any interest in the sources for replenishing Akhmat Kadyrov Fund, because it is personally patronized by Ramzan Kadyrov, says Akhmet Yarlykapov, an Orientalist.

Dmitry Oreshkin, a political analyst, has linked the absence of close attention of controlling bodies to the Akhmat Kadyrov Fund with the carte blanche issued to Ramzan Kadyrov in exchange for ensuring loyalty and security in Chechnya.

In his opinion, the non-transparent spending scheme of the fund money can hide an efficient scheme of money laundering.

The infrastructural, social and charitable initiatives of the Chechen authorities are presented as charitable activities of the Akhmat Kadyrov Fund. Thus, the "Grozny" TV Company has linked the repair of roads in the village of Enikali in the Kurchaloi District, the construction of a house for a large family from Grozny, and the distribution of foodstuffs among people with disabilities, elderly people and large families with the Akhmat Kadyrov Fund.
