Investigators do not confirm torture of a man suspected of setting fire to Rutul administration building

The defence succeeded in requesting the Investigating Committee of the Russian Federation (ICRF) a re-consideration of the complaint about torture of Efendi Alimov, accused of setting fire to the district administration building in the Dagestani village of Rutul, his advocate reported. Investigators announced that the information on torture had not been confirmed. 

The "Caucasian Knot" has reported that Suleiman Guseinov, Muradin Eminov, Efendi Alimov, and Akim Kuliev were involved as suspects in the case on the arson attack on the administration building of the Rutul District. Akim Kuliev, who complained about torture and who wounded himself in stomach at a detention centre in November, was first transferred from custody to house arrest. Then, the same pre-trial restriction measure was also chosen against the other three suspects. 

In Rutul, the district administration building burned down at night on September 14, 2017. Suspects were detained in early November. Their relatives claimed that during their detention, drugs and rounds were planted. According to Maya Ilyasova, an advocate of Efendi Alimov, the law enforcement bodies refused to consider a complaint about the use of torture. The Ministry of Internal Affairs (MIA) reported that no torture was used against Efendi Alimov or Akim Kuliev. 

According to Maya Ilyasova, the defence succeeded in seeking re-consideration of the information on use of torture against Efendi Alimov. "The Investigating Committee, where our complaint was redirected, reported that no facts of torture had been revealed. We then appealed to the higher management of the Investigating Department," Maya Ilyasova said. 

The facts of the use of torture had not been confirmed, the "Caucasian Knot" correspondent was informed at the ICRF's Investigating Department for Dagestan.
