Nogais offer to solve pasture problem by referendum

Representatives of the Nogai people have sent a proposal to the regional assembly of deputies to hold a referendum on the land issue in the Nogai District. According to the participants of the roundtable, the distant pastures are used not for the intended purpose.

The "Caucasian Knot" has reported that on June 14, 2017, the village of Terekli-Mekteb hosted a congress of the Nogai people with the participation of about 6,000 delegates. The congress adopted an appeal to President Vladimir Putin with a request to solve the land problem.

According to Rustam Adilgereev, the Chairman of the Organizing Committee of the All-Russian Congress of the Nogai People, no particular steps to resolve the land problem are made.

He has added that the transfer the land of distant pastures into the ownership of the municipality is economically beneficial both for the Nogai District, and for Dagestan.

As noted by Shamil Adjigaitarov, a member of the Organizing Committee of the All-Russian Congress of the Nogai People, due to the longstanding corruption in Dagestan, the Nogai District could not develop.

However, in the opinion of Rashid Otorbaev, the chairman of the local branch of the "Spravedlivaya Rossiya" (Fair Russia) Party, the status of the land of transhumant (at distant pastures) animal husbandry in the Republic of Dagestan is contrary to the law.

Let us remind you that Nogais believe that the lands, where settlements of Dagestani mountaineers are located, are used not for the intended purpose and should be returned to the local self-government of the Nogai District. The conflict around the use of plain lands belonging to the Nogais and Kumyks by Dagestani mountaineers goes back to the Soviet epoch.
