Complaint of a child reveals officials' inability to resolve problems without Ramzan Kadyrov

In a Chechen village, a local road was asphalted after a 10-year wheelchair disabled boy appealed to the leader of Chechnya. Local residents found the situation typical for the system depending on Ramzan Kadyrov.

On November 6, it took several hours from road workers to cover with asphalt a half-kilometre section of the gravel road in the mountainous village of Betty-Mokhk in the Nozhai-Yurt District. According to local residents, in the Betty-Mokhk village, rural roads are covered with gravel and moving around them in rainy weather can be quite problematic.

The road was covered with asphalt after Akhmad Saitkhanov, a 10-year-old boy, addressed the leader of Chechnya. The boy complained to Ramzan Kadyrov that it was difficult for him to move around the gravel in a wheelchair.

On November 6 and 7, in the evening news, the "Grozny" TV Channel showed two stories devoted to solving the problem of the disabled boy. Meanwhile, it was noted that the works were carried out at the direction of the Chechen leader at the expense of the regional public foundation named after Akhmat-Khadji Kadyrov.

When mentioning such cases, local observers call them self-PR acts for the authorities.

"Such things are presented as something untypical and also as a manifestation of the care from the authorities and, first and foremost, of course, personally the leader of the republic about the vital needs of ordinary citizens. If one actually considers the situation, then it is clear it rather speaks about the shortcomings of the system of power, which now exists in Chechnya," said a leader of a Chechen NGO who preferred to remain anonymous.

"For some reason, it is necessary to address the leader of the republic to ensure that the relevant ministries, departments or agencies are engaged in the performance of their immediate duties. This system, where all spheres of life and social activities depend on one person, is not viable," the source told to the "Caucasian Knot" correspondent.
