Baku police chief faces inclusion in Global Magnitsky Act

Mirgafar Seidov, the chief of the Baku Police, has become one of 15 persons included in the list, sent on September 12 by international organizations to the US authorities for inclusion in the Global Magnitsky Act.

The list of persons the adoption of sanctions against whom is recommended includes officials "guilty of severe violations and deep corruption in a number of countries with kleptocratic regimes," reports the statement published on the website of the "Human Rights First".

Mirgafar Seidov, the head of the Chief Department for the Baku Police, appears on the first place among the figurants of the list.

His name is mentioned in the context of the case against Giyas Ibragimov and Bairam Mamedov, activists of youth organizations, who were arrested and later sentenced after "they wrote anti-government slogans on the statue of former President Heydar Aliev." Giyas Ibragimov and Bairam Mamedov claimed they faced pressure, threats and were tortured and ill-treated at the law enforcement agencies.
