Court examines video of beating up inmates of Elista colony
The employees of the special-purpose division of the criminal-executive system (known as OSN UIS) of Kalmykia had failed to report to their bosses the use of physical force and special means when conducting an off-schedule "unified regime day" in the territory of IK-1 on September 20, 2012. This was stated by Sergey Makalzurov, the head of the above division. According to his story, he can only guess on who of his subordinates is depicted on the video screened at the court session.
The "Caucasian Knot" has reported that the beating up of inmates of the Elista correctional colony (IK-1) in September 2012 is one of the two episodes of the case, considered by the Elista City Court. The second episode is the death of the inmate Dmitri Batyrev on November 20, 2015. According to investigators, Batyrev received at least 60 blows with a rubber truncheon.
On March 20, the deputy head of the above special division confessed that he had participated in the beating up of inmates in 2012. Earlier, on the same episode, confessions were given by the inspector of the security division of IK-1 and the senior operative officer of the colony. Thus, all the three defendants agreed with the charges. At the same time, they refused to plead guilty in the episode with Batyrev.
On March 29, the parties will start hearing the Batyrev's death case.
