Volgograd: roundtable point to problems faced by NPOs providing social care services

In 2017, the Volgograd Region stipulates subsidies for the non-profit organizations (NPOs), providing services in the field of social services, for the whole amount of about 96 million roubles. This was reported by the Social Protection Committee for the Volgograd Region. According to participants of the roundtable in Volgograd, delays in those payments, as well as inadequate training of personnel and material and technical base disadvantage NPOs as compared to public institutions and businesses.

The "Caucasian Knot" correspondent reports that the meeting was held on February 9, a week after the visit to Volgograd of Vyacheslav Volodin, State Duma Speaker, who also drew attention to the interaction between the state and NPOs.

At present, according to Valery Golovin, the deputy chairman of the Committee for Affairs of Territorial Formations Committee, more than 2500 socially-oriented NPOs operate in the Volgograd Region.

"Today, NPOs that provide social care services, came to the same level as the public institutions and created serious competition for them," noted Andrei Kagitin, the first deputy chairman of the Social Protection Committee of the Volgograd Region.

According to Galina Morozova, the chair of the Volgograd Regional Charitable Foundation "Children in Need", her Foundation had to borrow large amounts of money from sponsors and ask parents of their children for help. However, at present, the NPO has covered all its debts.

Raisa Skrynnikova, the chair of the Regional Russian Children's Foundation, has noted the decrease in the number of NPOs.
