POC members tell about beatings of inmates at Khasavyurt SIZO

During their visit to inspect SIZO (pre-trial prison) No. 3 in Khasavyurt, members of the Public Oversight Commission (POC) of Dagestan revealed four cases of inmates’ beatings.

The inspection was held on February 6 after a February 5 complaint of a resident of Dagestan, who reported the use of force at the SIZO against his relative Magomed Rashidov and other inmates, said Bagrat Musaev, a POC member.

"Facts of beatings were confirmed. We’ll clear out the legality of using violence against inmates,” Musaev said.

According to his story, members of the POC have personally talked to Rashidov and listened to his claim.

According to Shamil Khadulaev, another POC member, the SIZO staff explained the use of special means (truncheons) by systematic violations by inmates of the established regulations.

Mr Khadulaev has added that violations were mainly in inmates’ refusals to stand up and call their data, when a SIZO employee came into a cell.
