Residents of military settlement in Vladikavkaz demand from authorities to solve land problem

The unsettled land relations in the territory of the military settlement "Vesna" (Spring) located in Vladikavkaz (North Ossetia) hinders the development of the micro-district, local residents assert. Officials are seeking a transfer of federal lands into municipal ownership.

In 1989-1994, according to the decision of the North-Ossetian government, a land plot was allocated in an outskirt of Vladikavkaz for building a military settlement for the Western Group of Troops, locals told the "Caucasian Knot" correspondent.

According to their story, the German Company "Philipp Holzmann" built 29 dwelling houses, where over 5000 people now live.

In 2012, the houses were transferred to the balance of the city administration. At the same time, as locals assert, "the land remained in federal ownership – of the Russian Ministry of Defence (MoD)." Therefore, local residents "cannot legitimize their 600 garages," said Vadim Kabulov, a resident of the military settlement.

Trying to solve the problem, the city authorities had sent two appeals to the Department of Property Relations of the Russian MoD, said Boris Albegov, the head of the administration of local self-government of Vladikavkaz.

On August 3, locals had a meeting with Vyacheslav Bitarov, the acting head of the district. He took all the claims relating the housing problems under his personal control, said his press service.
