Court asks resident of Kaspiysk to address law enforcers, although he complains about their actions

The Kaspiysk City Court has demanded from Nurakhmed Mirzaev, a local resident, who filed a complaint about the inaction of the police, to provide the data. The paradox is in the fact that Nurakhmed Mirzaev went to the court to complain about non-receipt of those data, reports the Human Rights Centre (HRC) "Memorial".

The "Caucasian Knot" has reported that on December 21, 2015, Nurakhmed Mirzaev appealed to the HRC "Memorial" with a request to help him cancel his preventive registration at the police station. On February 22, he was detained. Later, the Prosecutor's Office has confirmed the fact of unlawful detention.

In 2006, Nurakhmed Mirzaev was detained on suspicion of having connections with members of the "Makhachkala" grouping. Nurakhmed Mirzaev was familiar with militants; however, according to him, he was not aware of their involvement in the "Makhachkala" grouping.

According to the Human Rights Centre, Nurakhmed Mirzaev has requested the Court to recognize unlawful the actions of officials of the OMVD (Interior Division) for Kaspiysk and to oblige them to provide him with an answer to his complaint and to cancel his preventive registration at the police.

On May 23, the Court pronounced the decision to leave the complaint without further consideration, since Nurakhmed Mirzaev did not specify exactly who of officials had committed unlawful actions.

However, according to Galina Tarasova, a lawyer of the programme "Flash Points" of the HRC "Memorial", the complainant may not be aware of the names of those officials, since he had not received any response from the OVD (Interior Division).

Nurakhmed Mirzaev plans to challenge the decision of the City Court at the Supreme Court of Dagestan.
