Armenian lawyers state possibility for Permyakov to serve his term in Russia
The General Public Prosecutors of Armenia and Russia will have to find a compromise solution on the military prisons where Valery Permyakov, accused of desertion and massacring the Avetisyan family, will serve his term, said the Armenian lawyers interviewed by the "Caucasian Knot". They consider it possible that the convict will serve his sentence in the Russian territory.
The "Caucasian Knot" has reported that on August 12 the Russian Garrison Military Court, at its session in Gyumri, convicted Permyakov, a soldier of the 102nd Russian military base in Gyumri, on charges of desertion, theft and illegal possession of firearms to 10 years in a high security colony. Regarding the case of the murder of the Avetisyan family, it is planned that it will be considered by the Armenian court. On July 18, the Investigating Committee of Armenia received the materials of the case.
On January 12, in Gyumri, six members of the Avetisyan family were assassinated. The only survivor of the attack – the six-month-old Sergey Avetisyan – was hospitalized in critical condition and on January 19, he died. A Russian regular soldier Valery Permyakov was arrested as a suspect of committing the massacre. Permyakov officially admitted the charges against him. The mass murder in Gyumri caused a wave of protests after a GPO source said that the suspect would not be handed over to Armenian law enforcement bodies, since he is a citizen of Russia.
Under the law, Valery Permyakov shall serve his 10-year term in the territory of the Russian Federation, Lusine Sahakyan, the advocate of the successors of the Avetisyan family, told the "Caucasian Knot" correspondent.
However, he will still face the murder trial; therefore, it is difficult to say where Permyakov will serve his sentence, she added.
"Perhaps, after the trial for the murder of seven people, Permyakov will serve his sentence in Armenia, in the territory of the military base, which is under the law the territory of the Russian Federation," said Irina Vasilyan, a member of the Bar Association of Armenia.
According to the lawyer, this is the most compromise decision, which may be reached by the two countries.
