Chechen leader rejects social payments to militants' relatives
Social packages will be no longer paid out to militants' relatives, the head of Chechnya Ramzan Kadyrov has stated, again pointing out that his republic will enforce the collective responsibility of families for actions of militants.
Militants' relatives are responsible for their crimes; therefore, the republic's authorities are no longer going to "feed" them, said Kadyrov, noting that these actions "are aimed at protecting the interests of the citizens of the republic."
The destruction of houses of militants' relatives, as a method of combating the armed underground, had been earlier actively applied in Chechnya. Kadyrov has repeatedly said that militants' relatives should be responsible for their actions.
Natalya Estemirova, an employee of the Grozny office of the HRC "Memorial", who was murdered in 2009, was fighting against illegal burning down of houses in Chechnya.
