Dagestan: Vremenny residents complain about unlawful actions of CTO headquarters

In Dagestan, residents of the settlement of Vremenny of the Untsukul District claim that the actions of the headquarters of the counterterrorist operation (CTO) contradicts the Law "On Combating Terrorism" and violate the rights of civilians. The villagers have appealed to the leaders of the CTO headquarters with a request to let them enter the village to collect their personal belongings. The appropriate appeal has also been sent to the Dagestani antiterrorist commission.

The "Caucasian Knot" has reported that starting from September 18, a counterterrorist operation (CTO) is underway in Vremenny adjacent to the village of Gimry. At the very beginning of the special operation, law enforcers cordoned off the settlement of Vremenny. Most local residents left the village.

"We, civilians from the settlement of Vremenny, are appealing to you and demanding to let us enter the village to take our warm clothes, footwear, medicines, and foods. We have read the Federal Law 'On Combating Terrorism', and we are aware that you have acted wrongfully with regard to us, civilians. You have evicted and not evacuated us from our houses. You have failed to inform us about the CTO period, although you were to do that under the Law. Where is a representative of the operational headquarters responsible for communication with the media and the public, whom you were to appoint immediately after the introduction of the CTO? And finally, we want to know how, when and who of representatives of the federal executive authorities were informed by you about the CTO? Who is to answer before the law and before us for failing to provide adequate assistance to the civilians?" states the appeal, a copy of which has been received by the "Caucasian Knot".

The authors of the appeal states that they have been living outside their houses for more than 40 days already.
