The state of emergency was introduced in Anapa on October 19, after a day earlier the city was struck by heavy rain, which flooded the Yrds of private households. According to the Mayoralty of Anapa, the city saw a three-month volume of rainfall.

The Mayor of Anapa said, at the sitting of the commission for prevention and elimination of emergencies that the bad weather mostly affected the village of Anapskaya, settlement of Supsekh and some districts of the resort city. For two days, experts were conducting yard-by-yard inspections to clarify the list of victims.
