In Dagestan, dismissed Police Lieutenant Colonel demands prosecutorial inquiry

In Dagestan, Police Lieutenant Colonel Sergey Kislitsky, who was dismissed from the Ministry of Internal Affairs (MIA) for driving in state of alcoholic intoxication, appealed to the Russian General Prosecutor's Office to investigate the circumstances that led to his dismissal. According to Sergey Kislitskiy, he fell victim to malfeasance aimed at vacating a "fat job". Officials from the Prosecutor's Office of the Soviet District of Makhachkala believe there are no grounds for the prosecutor's response in the case.

The "Caucasian Knot" correspondent has learned on the following from Sergey Kislitsky, the deputy head of the Department for Economic Security and Anti-Corruption of the Ministry of Internal Affairs (MIA) of Dagestan. On November 6, 2013, while on vacation, Sergey Kislitsky was driving along the Shamil Avenue in Makhachkala, and he was stopped by inspectors of the road police. According to him, he was forced out of the car, and then the inspectors hit him on the head and poured some liquid into his mouth. After that, they brought him to the police station, where they prepared an administrative report and fined him for disorderly conduct in connection with his alleged disobedience to a lawful demand of a representative of authority. On November 25, when Sergey Kislitsky returned to work after his vacation, he was informed that he had been dismissed as a person who had discredited officer rank. Sergey Kislitsky went to court to get reinstated in his post; however, the attempt failed.

According to Magomed Shamilov, the head of the Dagestani independent trade union of law enforcers and prosecutors, the Dagestani MIA faces a "human destruction".

"The most deserving, experienced professionals are persecuted. They fabricate compromising materials, force policeman to give false evidence against their officers, and distort circumstances through intimidating civilians. Thus, dozens of MIA's staff members have already been dismissed," Magomed Shamilov said.
