ECtHR to consider complaint about Tarkhan Kartoev's death in Yekaterinburg penal colony

The European Court of Human Rights (ECtHR) has adopted for consideration the complaint filed by advocate Oksana Preobrazhenskaya, Director of the "Centre for International Protection", against the fact of the death of prisoner Tarkhan Kartoev, who died on June 29, 2013, at the penal colony IK-2 in Yekaterinburg. According to Oksana Preobrazhenskaya, the complaint contains a request to recognize the fact that the Tarkhan Kartoev's death was resulted from torture.

The "Caucasian Knot" has reported that in the case of the "Neva-Express" Train bombing, which occurred on November 27, 2009, and which killed 27 persons and wounded other 90 persons, 10 natives of Ingushetia were sentenced. Tarkhan Kartoev was sentenced to 7.5 years of imprisonment. He was sent to a penal colony in Yekaterinburg, where he died a week later, on June 29, 2013.

According to Sverdlovsk Department of the Federal Penitentiary Service (known as FSIN), no signs of violent death of the prisoner have been revealed. It was reported that he died of acute cardiovascular failure. Meanwhile, the father of Tarkhan Kartoev claimed that his son never complained about his health state. When the body of the deceased prisoner was given out to his family members, they found on it numerous bruises and wounds. Advocate Tatiana Okushko filed a complaint about violent death of Tarkhan Kartoev. However, the Investigating Department of the Investigating Committee of the Russian Federation (ICRF) for Yekaterinburg refused to institute criminal proceedings under the complaint filed by the advocate.

The complaint was filed to the ECtHR in the interests of the Tarkhan Kartoev's family members his father and wife.
