HRC "Memorial": Dagestani resident claims being beaten at police station

Rizvan Khasbulatov, a resident of Makhachkala, has claimed that he was beaten at the police station after being detained at an Islamic cafe on October 14. According to him, he appealed to the investigating authorities to complaint about beating; however, the facts stated in the complaint were not actually investigated. This was informed by the Human Rights Centre (HRC) "Memorial".

Rizvan Khasbulatov told the human rights defenders that on October 14, he was detained at the cafe "Azbar" and brought to the Soviet ROVD (District Interior Division). According to Rizvan Khasbulatov, he was beaten right in the ROVD corridor. He felt ill and was brought to the hospital by ambulance brigade called by policeman.

According to the HRC "Memorial", on October 16, Rizvan Khasbulatov filed a complaint to the Investigating Department of the Investigating Committee of the Russian Federation (ICRF) and attached a certificate of assaulting. Two weeks later, an investigator questioned Rizvan Khasbulatov. And other two weeks later, the investigator gave him a direction to pass a medical examination. Thereafter, the investigator has promised to invite Rizvan Khasbulatov to question him again; however, he still has not invited him.

The complaint has been filed more than two months ago, and the investigating authorities have yet not made the decision to institute a criminal investigation into the fact of beating Rizvan Khasbulatov. Meanwhile, the investigating authorities have not refused to institute a criminal case either, the human rights defenders note.
