Resident of Dagestan detained by power agents claims his rights violated in SIZO

Zamir Agashirinov, a detained resident of Dagestan, who is being kept at the SIZO (pre-trial prison No. 1), complains about violation of his rights by the administration of the penitentiary institution.

On October 8, a message reporting on violation of detained Zamir Agashirinov was received by the SMS-service of the "Caucasian Knot".

"The deputy head of the SIZO commits lawlessness, abuses defendants, violates their rights, does not let them 'breathing'. He handcuffs them and forcibly shaves their beards and heads as if they were sheep. He also puts bags on their heads and beat them, and he puts one and all SIZO inmates to an isolation ward," the author of the message claims.

On October 9, the wife of Zamir Agashirinov filed on his behalf a complaint to the Makhachkala Prosecutor's Office for supervision of law enforcement in penitentiary institutions of the Republic of Dagestan. In her complaint, the woman asks prosecutors to intervene with the situation.

In turn, Amirkhan Gasanov, an official of the press service of the Department of the Federal Penitentiary Service (known as FSIN) for the Republic of Dagestan, has stated that most of the complaints made by prisoners are groundless.

"In most cases, such complaints are caused by unwillingness to comply with the regime of penitentiary institution," the "Caucasian Knot" was told by Amirkhan Gasanov.

The official from the Dagestani Prosecutor's Office has stated that the supervisory institution responds to each complaint. However, he has failed to say what supervisory institution has responded to the complaint filed by Zamir Agashirinov.
