HRC "Memorial": attack on security guards of Yunus-Bek Evkurov in Surkhakhi and their unprofessional actions recorded on video

A fight with the security guards of Yunus-Bek Evkurov, the leader of Ingushetia, in which three persons were injured, was initiated by the owner of the car, which the security guards intended to inspect. The actions of the security guards themselves were not professional. This was reported by the Human Rights Centre (HRC) "Memorial" that studied the video record from the place of the incident.

The incident occurred on September 1, when Yunus-Bek Evkurov visited Surkhakhi to attend the funeral of the father of Nazir Mankiev, Olympic wrestling champion.

The security guards had a right to inspect the car belonging to one of Nalgiev family because of its tinted windows, and, as it could be seen in the first video record, no one hindered the security guards to inspect the car. However, then, the security guards of Yunus-Bek Evkurov initiated a conflict with the owner of the car, the human rights defenders assert.

The security guards made no aggressive gestures towards Nalgiev; however, when they moved for several meters, the driver of the car suddenly ran up to them and punched them with his fists. After that, the security guards opened fire with pistols in the air.

The human rights defenders emphasize that the use of weapons by the security guards on their official duty was justified, since they were attacked; however, firstly, they were to make warning shots into the air. The human rights defenders also note that their very first shots wounded persons, only one of whom can certainly be treated as an attacker.

The criminal case was instituted on the fact of shooting, the RIA "Novosti" reports with reference to a source at the law enforcement bodies.
