In Azerbaijan, CoA upholds Tural Abbasly's arrest

Today, the Baku Court of Appeal (CoA) has upheld the decision of the administrative arrest for 15 days of the head of the youth organization of the "Musavat" Party Tural Abbasly.

The "Caucasian Knot" has reported that on August 7 the Nasimi District Court of Baku found Tural Abbasly, the head of the youth organization of the oppositional "Musavat" Party, guilty of evading the administrative penalty, and sentenced him to 15 days of administrative arrest. Abbasly was accused of evading correction works of 220 hours.

Today, during the consideration of the appeal complaint the activist said that he had visited the institution appointed for him by court marshals, but nobody gave him any work there.

On August 10, Abbasly's advocate said that at the IVS (temporary detention facility) of the Binagadi District his client was subjected to inhuman treatment and was kept handcuffed for three days.

After this statement, on August 13 Abbasly was visited at the IVS by representatives of the Ombudsman of Azerbaijan. According to them, "Abbasly violated the IVS rules; therefore, he was handcuffed."

The report of the Ombudsman's people indicated that the measures assumed for detainees of the IVS by the internal regulations were quite reasonable.

However, the lawyer Mustafaev criticized the document of the Ombudsman's press service. He believes that Tural Abbasly may well appeal to the European Court of Human Rights (ECtHR) in the context of his inhumane treatment.
